What is obvious to the public sector and the
ICT industry is that organisations will not find the savings they
need if they try to achieve them alone. Individual improvements in
any organisation must be matched with Community Collaboration and
the adoption of regional and national initiatives such as the
Public Sector Network (PSN) or G-Cloud.
Community Collaboration will not only increase
potential savings in back-office ICT costs, but also enable a new
way of service delivery thinking. Technology innovation will
facilitate organisational efficiency and front-line service
innovation. But we must tackle this problem together, and gather
critical mass at a local, community and regional level.
The time is right for a grass roots movement
of sharing services, building shared infrastructures, and
collaborating both at an ICT and an organisational level to
maximise the use of public service financial and human
resources.
We have built the largest single PSN in the UK
in Wales, the Public Sector Broadband Aggregation
(PSBA) Network, which is being shared by Unitary Authorities,
Health, Education, Blue Light and other public sector organisations
in over 2,000 sites across the country. Everybody saves, some more
than others, but as a shared service the PSBA is bringing value to
the whole of Welsh public services because everybody is working
together, not doing it alone. Wales can testify that they are all
sharing together and all saving together.
