captured at an early definition stage, and that clarity and
agreement of objectives are reached, enabling a solution to be
practically procured to the benefit of all.

The commercial benefits of combining the
network infrastructure spending power of previously independent and
disparate public sector bodies has been shown to realise
significant savings through aggregated procurement.
However, there are challenges to overcome,
from building a procurement process, to ensuring that fair
representation of all user communities is ultimately achieved.
Open dialogue with service users and
