The commercial benefits of combining the network infrastructure spending power of previously independent and disparate public sector bodies has been shown to realise significant savings through aggregated procurement.

However, there are challenges to overcome, from building a procurement process, to ensuring that fair representation of all user communities is ultimately achieved.

Open dialogue with service users and experienced suppliers will go a long way to making procurement an inclusive process that sets the scene for future programme collaboration.  The output of the collaborative procurement dialogue should be clarity and transparency of objectives, definition of outcomes and expectation setting.
