Public sector users and funders of ICT must not lose sight of ICT as a source of innovation and transformational change. The way that government services are delivered can and must be changed through the innovative use of ICT.

  • Buildings can be closed and sold, but public workers can still deliver services without being tied to an office.
  • The way a citizen interacts with government can be streamlined without reducing their ability to access the services they need.
  • Wasted travel time and the costs of fuel can be slashed, giving time back to hard-pressed front-line and back-office staff.
  • Paper trails can be digitised and automated, speeding up the business of government whilst reducing the number of hands that need to be involved in processing documents, correspondence, invoices and forms.
  • Government collaboration can happen, resources can be securely shared, investments pooled, and savings shared, and ICT is a key enabler.

All of this can be done, and ICT can deliver the platform for services to change the way they operate. However, technology has never changed anything on its own; it needs the will of politicians, CEOs and users to embrace new ways of working, and new service delivery models to deliver these big changes and realise big savings.
